Upon authorization by the Borough Council, the
Committee on Streets, Water and Sewers shall direct and have charge
of the grading, paving, repairing and cleaning of all streets, alleys
and highways; shall direct and have charge of all surveys and all
engineering, sewerage, water and drainage and all other matters in
any way relating to or affecting the highways, footways and bridges;
shall attend to all duties which may properly be referred to such
Committee by the Council and shall comply with and enforce the requirements
of all laws and ordinances which relate to highways, water and sewers.
