The Borough Council shall appoint a Building Inspector, who shall ascertain whether the proposed construction, alteration or razing of all dwellings, buildings and other structures for which any building permit shall have been issued complies with the provisions of this article and general good workmanship for the safety of the citizens of the Borough.
If any person shall be refused a building permit because of his failure to comply with this article, he shall have a right to appeal to the Borough Council for a special exemption from this article. Said appeal shall be in writing and shall be filed with the Borough Secretary within 15 days after said refusal.
If such person shall be aggrieved by the action of the Borough Council, he shall make an appeal therefrom within 30 days to the Court of Common Pleas of Beaver County, Pennsylvania. Every such appeal shall specify the grounds thereon and the interest of the appellant.

Any person who shall be convicted of a violation of any of the provisions of this article before any District Magistrate shall be sentenced to pay a fine of not more than $300, together with costs of prosecution, or to imprisonment in the county jail for a term not to exceed 30 days, or both.

A. 
Any person constructing any building, addition thereto or any improvement under a building permit issued under this article shall make the necessary provision for carrying roof rainwater, roof downspouts, foundation drains, areaway drains or other sources of surface runoff or groundwater to any paved street upon which the property shall abut or to a storm sewer where possible. All such drainage facilities shall be approved first by the Building Inspector. In any case where it would be impossible to comply with this provision, the matter shall be brought to the attention of the Building Inspector with a request for his approval of any submitted alternate method of disposal. If the Building Inspector shall refuse such permission, the appeal procedure under this article for refusal of building permits shall apply.
B. 
Any violation of the above provision shall be prosecuted under § 68-10.
