A. 
Loitering is hereby prohibited within the Borough of Conway. Any person who shall loaf or loiter or congregate upon any public place in the Borough of Conway, to the annoyance of peaceable persons using the public place or nearby, shall be guilty of loitering.
B. 
Definitions. As used in this chapter, the following terms shall have the meanings indicated:
PUBLIC PLACE
A place to which the public or a substantial group has access, including but not limited to streets, alleys, sidewalks, parks, ballfields, playgrounds, transport facilities, schools, apartment houses, places of business or amusement, any neighborhood or any premises which are open to the public.
Any persons who shall violate any of the provisions of this chapter shall, upon summary conviction before a District Justice, be sentenced to pay a fine in the minimum amount of $25 and a maximum amount of $300 and costs of prosecution and, in default of payment of such fine and costs, to undergo imprisonment in the county jail for a period not exceeding 30 days.
