WHEREAS, in the past several months there have been established within the Town of West New York a great number of self-service laundromats and launderettes; and
WHEREAS, the health, safety and welfare require that the operation of said laundromats and launderettes be controlled and regulated.
Now therefore, be it ordained by the Board of Commissioners of the Town of West New York, County of Hudson, State of New Jersey, as follows:
As used in this article, the following terms shall have the meanings indicated:
AUTOMATIC SELF-SERVICE LAUNDROMAT
Any establishment within the Town of West New York where washing and/or drying and wearing apparel or other garments are done by the customer directly.
LAUNDERETTE
Any establishment within the Town of West New York where articles of apparel are brought in by the customer to be washed and/or dried and the washing and drying are done by the employees of the establishment and then the articles of apparel are taken away by the customer.

It shall be unlawful for any person, firm or corporation to operate, maintain or use in any public or quasi-public place or in any building, store or other place where the public is invited, any launderette or any automatic self-service laundromat where a washing machine or clothes dryer is used without first having obtained a license covering said machine or machines from the Board of Commissioners as hereinafter provided. This provision shall also apply to washing machines and clothes dryers in residential buildings used solely by and for the convenience and service of the residents where such machines are coin-operated.

All applications for licenses shall be filed, showing the name of the applicant, post office address and location of the premises to be licensed and the number of machines to be licensed upon the said premises. Said license when issued by the proper officer of the Town of West New York shall be posted in a conspicuous place upon the premises where the machine shall be located. This provision shall also apply to washing machines and clothes dryers in a residential building used solely by and for the convenience of the residents, where such machines are coin-operated. Each license or renewal shall expire on the first day of July of each year. Applications for such license and annual renewal shall be made on forms to be provided by the Board of Commissioners and shall be filed by the applicant with the said Board. A license fee as established by Chapter 186, Fees, Article II, Health Department Fees, for each machine, whether washer or dryer, to be licensed shall accompany the application for license or renewal thereof and shall be payable with the filing of the application.
All places and spaces used by launderettes and automatic self-service laundromats shall conform to the provisions of the Chapter 322, Sanitation, of the Town of West New York and other state and local ordinances.
No machinery used in any launderette or automatic self-service laundromat shall be operated in such a manner so as to create any noises or vibrations to the detriment of the families of the premises in the surrounding neighborhood.
No launderette or automatic self-service laundromat shall be conducted in any building devoted exclusively to residential occupation or in any residential portion of the building, except there may be established in such building one or more washing or laundering facilities which shall be used solely by and for the convenience and service of the residents of the residential building and such washing and laundering facilities shall be constructed and operated in accordance with the regulations and conditions set forth in and under the provisions of this article.
Approval of the Fire Department and the Inspector of Combustibles shall be a condition precedent to the issuance of each license and each annual renewal.
No automatic self-service laundromat shall be open for business between the hours of 10:00 p.m. and 7:00 a.m., prevailing time, unless the firm, person or corporation owning the said business shall employ and have on the premises, during aforesaid hours, a person who is familiar with the operation of all of the equipment upon said premises.
No automatic self-service laundromat shall be permitted to open for business unless the entire premises where the washing and drying are done shall be visible from the street.
No launderette or automatic self-service laundromat shall be opened for business unless the license mentioned hereinabove shall be posted in a conspicuous place upon the premises. In addition thereto, there shall be filed with the Police and Fire Departments of the Town of West New York the name, address and telephone number of the person directly in charge of the said business or establishment, and who may be contacted in case of an emergency.
The director of the department to which the Health Department is assigned may suspend or revoke any license issued hereunder for a violation of any of the provisions hereof, or of any regulation or order of the director made to carry out the provisions of this article, after the licensee shall have been given notice of the violation and an opportunity to show cause before the director why the license should not be suspended or revoked.
The director of the department to which the Department of Health may be assigned shall have the power to promulgate such rules and regulations as may be necessary to effectuate the sanitary, health, safety and licensing provisions of this article.

Any violation of any of the provisions of this article shall be punishable as provided in Chapter 1, General Provisions, Article I.
