WHEREAS, pursuant to its delegated police power under N.J.S.A. 40:48-2,
the Town of West New York is empowered to make, amend, repeal and enforce
such ordinances, regulations, rules and bylaws not contrary to the laws of
this state or the United States as it may deem necessary and proper for the
good government, order and protection of persons and property, and for the
preservation of the public health, safety and welfare of the municipality
and its inhabitants; and

WHEREAS, situate within the Town of West New York are many multiple
dwellings of 10 units or more which require on-premises management of their
operation in order to assure the continued habitability of those premises
for the benefit of all unit occupants; and

WHEREAS, many such multiple-family dwellings do not now provide for
on-premises management of their operation with the result that conditions
of habitability are allowed to deteriorate by virtue of the inattention of
property owners and landlords to periodic maintenance of the units and repair
of same; and
|
WHEREAS, the best means of assuring that such multiple-family dwellings
continue to be regularly and properly maintained and repaired is to have an
on-premises resident superintendent;

Now, therefore, be it ordained by the Board of Commissioners of the
Town of West New York, County of Hudson, State of New Jersey, as follows:
