No person or persons shall allow the accumulation of any decaying animal or vegetable substance, or of other offensive matter such as garbage or offal of any description, in or upon any lot, street or private place, and shall not allow the same to remain thereon until the same shall become hazardous to health or, by reason of offensive odors, become a source of discomfort to persons living or passing in the vicinity thereof.[1]

No person or persons shall keep or have any cellar or structure or place for storing rags, bones or similar material, or engage in the business of transporting manure, swill, offal, rubbish or any other like noxious or offensive substance without a permit which shall be granted by the Board.
