No dog shall run at large at any time in this municipality.
Any dog off the premises of the person owning, keeping or harboring it shall be accompanied by a person who is capable of controlling it and who has the dog securely confined and controlled by an adequate leash not more than six feet long.

No person owning or having the care, custody or control of any dog shall permit such dog to soil or defile or to commit any nuisance upon any sidewalk, street or thoroughfare, in or upon the property of persons other than the owner or person having the care, custody or control of such dog. Such person owning or having the care, custody or control of a dog, which dog has caused its feces to be deposited upon any Borough property or upon the property of another, shall immediately remove such feces or cause it to be removed and shall dispose of it in a sanitary manner. No person shall walk or otherwise have in his or her custody or control any dog upon any public property, including streets, sidewalks, public parks, beaches and alleys, unless the person has in his or her possession, and in plain view, readily usable materials or implements sufficient to remove and to dispose lawfully of any fecal matter that may be deposited on the ground by the dog.

No person owning or having the care, custody or control of any dog shall suffer or permit it to soil or defile or to do any injury to any lawn, shrubbery, flowers, grounds, trees or any property of persons other than the owner or person having the care, custody or control of such dog. Such person owning or having the care, custody or control of a dog, which dog has caused its feces to be deposited upon any Borough property or upon the property of another, shall immediately remove such feces or cause it to be removed and shall dispose of it in a sanitary manner.
No person shall keep, harbor or maintain any dog which habitually barks or cries so as to disturb the public peace.
The owner or custodian of any dog shall be responsible for any damage and personal injuries done by such dog.

A. 
The owners of all dogs seven months of age or older are required to apply annually, between January 1 and June 30, to the licensing clerk of the municipality for a dog license. In order for the license to be issued, the owner must present proof that a licensed veterinarian has vaccinated the dog against rabies and that the duration of immunity from that vaccination extends through at least 10 months of the twelve-month licensing period. A valid license from another municipality shall be accepted.
B. 
Each and every dog shall be duly licensed and shall bear evidence of such license at all times in accordance with the laws of the State of New Jersey. The annual fee for such license shall be $15 for each spayed/neutered dog and $20 for each unspayed/unneutered dog. Licenses issued between January 1 and June 30 shall expire one year from the date of issue. Licenses issued after June 30 shall expire on June 30 of the following year. There will be a late fee of $5 for any expired license.[1]

A. 
The Animal Control Officer or any other person appointed for the purpose shall take into custody and impound or cause to be taken into custody and impounded and thereafter destroyed or disposed of as provided in this section:
(1) 
Any dog running at large in this municipality.
(2) 
Any dog off the premises of the owner or the person keeping or harboring said dog without a current registration tag on his collar and not controlled by a leash as provided in this article.
(3) 
Any female dog in season off the premises of the owner or of the person keeping or harboring said dog.
(4) 
Any dog or other animal which is suspected to be rabid.

(5) 
Any dog or other animal off the premises of the owner reported to or observed by the Animal Control Officer to be ill, injured or creating a threat to public health, safety or welfare, or otherwise interfering with the enjoyment of property.

B. 
When any dog so seized has been detained for seven days after notice, when notice can be given, or has been detained for seven days after seizure, when notice cannot be given, in accordance with the laws of the State of New Jersey, and if the owner or person keeping or harboring said dog has not claimed said dog and paid all expenses incurred by reason of its seizure and detention, and if the dog shall be unlicensed at the time of seizure and the owner or person keeping or harboring said dog has not produced a license and registration tag for said dog, the Animal Control Officer or other designated authority may cause the dog to be offered for adoption or euthanized in a manner causing as little pain as possible.

Unless another penalty is provided by statute, any person who violates any provision of the article shall be subject to the penalties as provided in Chapter 1, General Provisions, Article I.
