It is an offense against this code for any person to violate any provision of this code; to construct, alter, repair, move, remove, demolish, equip, use, occupy or maintain any building, structure or premises or portion thereof in violation of any provision of this code; to fail in any manner to comply with a notice, directive or order of the Building Inspector or the Board of Housing Standards Appeals; to interfere with, obstruct or otherwise hinder the Building Inspector in the performance of any act authorized by this code, any order of the Supreme Court or the Board of Housing Standards Appeals or any law, ordinance, rule or regulation; or to construct, alter or use and occupy any building, structure, premises or part thereof in a manner not permitted by an approved building permit, certificate of occupancy or certificate of registration.
A. 
Every person convicted of an offense against this code, except a violation of Article VII V,[1] shall be punishable by a fine of not more than $500 $1,000[2] per day of violation or by imprisonment for not more than 60 days not exceeding one year, or both such fine and imprisonment. Each day that a violation continues shall be deemed in separate offense.

B. 
Every person convicted of violating Article VII V[3] of this code shall be punished as provided in § 304 of the Multiple Residence Law.

C. 
Appropriate actions and proceedings may be taken at law or in equity by the Building Inspector or the Town Board to prevent unlawful construction or to restrain, correct or abate a violation or to prevent illegal occupancy of a building, structure or premises or to prevent illegal acts, conduct or business in or about any premises; and these remedies shall be in addition to any penalties or actions prescribed in this article.
In addition to the enforcement provided for above in this chapter, whenever a violation of this chapter occurs, any person may file a complaint in regard thereto. All such complaints shall be in writing and shall be filed with the Building Inspector, who shall properly record such complaint, shall investigate and may take appropriate action pursuant to the provisions of this code.
