As used in this chapter, the following terms shall have the meanings indicated:
ALCOHOLIC BEVERAGE
All intoxicating liquors of any type, including but not limited to beer, wine and whiskeys.
PUBLIC PLACE
All sidewalks within the Borough, all Borough-owned property and all the streets and highways within the corporate limits of the Borough.
It shall hereafter be unlawful for any person to:
A. 
Consume any alcoholic beverage in any public place within the Borough of Palmerton.
B. 
Carry or possess any opened vessel containing any alcoholic beverage while in or about a public place within the Borough of Palmerton.
C. 
Consume any alcoholic beverage on property of another, not including any establishment licensed by the Pennsylvania Liquor Control Board, except with the consent of the owner or legal occupant thereof.
D. 
Carry or possess any opened vessel containing any alcoholic beverage on the property of another, not including an establishment licensed by the Pennsylvania Liquor Control Board, except with the consent of the owner or legal occupant thereof.

Any person who shall violate any provision of this chapter shall, upon conviction thereof, be fined a sum as provided in Chapter 1, General Provisions, Article II, § 1-17A.
