As used in this chapter, the following terms shall have the meanings indicated:
ROLLER SKATES
Includes footwear known as "in-line skates" and "roller skates" with wheels attached for the purpose of skating or gliding without a mechanism or other device for steering.
SKATEBOARD
Includes a single platform mounted on wheels designed or suitable or in fact used for riding underfoot or a board with roller skate wheels or other similar wheels attached to the underside, without a mechanism or other device for steering while being used, operated or ridden.
SKATEBOARD RAMPS
Includes all "ramps" commonly referred to as such, platforms manufactured or contrived surfaces of any and every pattern or configuration and other similar devices and things designed for use for riding a skateboard or roller skates upon or above any area.
A. 
No person shall use or operate or ride on a skateboard or roller skates upon:
(1) 
All public roadways or sidewalks fronting the following streets:
(a) 
Delaware Avenue from the eastern border to Mauch Chunk Road.
(b) 
Third Street from Delaware Avenue north to the Borough line.
(c) 
Fifth Street from Delaware Avenue north to Harvard Avenue.
(2) 
Any public parking lot.
(3) 
Any private parking lot that has posted "No Skateboards or Roller Skates" sign(s).
B. 
No person shall use, operate or ride on a skateboard or roller skates:
(1) 
In a careless manner without due caution.
(2) 
Which in any manner creates a risk or danger to any person or property.
(3) 
Which in any manner impedes or interferes with pedestrian or vehicular traffic.
C. 
No person shall place, locate or leave a skateboard or roller skate ramp on any public roadway or on any public sidewalk.

Any person who violates or fails to comply with the provisions of this chapter shall, upon conviction, be punishable as provided in Chapter 1, General Provisions, Article II, § 1-17A, of the Code of the Borough of Palmerton. The person or persons allowing or permitting the continuation of a violation may be punished as provided above for each separate offense.
