All traffic and parking regulations of a permanent
nature shall be enacted as ordinances or parts of ordinances or as
amendments to ordinances of the Borough of Palmerton.
This chapter shall be enforced by the police
officers of the Borough of Palmerton, who are hereby given authority
to direct traffic on the highways and intersections of the Borough
in accordance with the provisions of this chapter and the laws of
the Commonwealth of Pennsylvania.

A. No person shall sit, stand, lie or otherwise be upon
the outside of any vehicle, and no operator of a vehicle shall knowingly
permit any person to sit, stand, lie or otherwise be upon the outside
of any vehicle under his control. Person or persons shall at all times,
except when entering or exiting a vehicle, be totally inside of a
vehicle while the vehicle is on any street, highway, alley or on any
public or private lands not in control of that person.
B. Exceptions. This section is not applicable to firemen,
garbage collectors or public utility companies acting pursuant to
and during the course of their duties.
