The North Brunswick Abilities Council is hereby established.
The Council shall consist of nine members appointed by the Mayor. All
of the members shall be residents of the Township of North Brunswick; at least
1/2 of the members shall be disabled citizens; one member shall also be a
member of the Township Council; the members shall serve without compensation
except as hereinafter provided. The Council shall designate a member to serve
as Chairman and presiding officer of the Council. The initial term of members
shall be for one, two or three years to be designated in the initial appointment.
The terms thereafter shall be for three years. The initial appointments shall
be made in such manner so that the terms of 1/3 of the members shall expire
each year. A vacancy on the Council occurring otherwise than expiation of
a term shall be filled for the unexpired term in the same manner as an original
appointment.
The Council is established for the purpose of assisting the Township
in insuring that all disabled citizens of the Township are afforded the benefits
of the Americans with Disabilities Act, including making recommendations as
to how the Township and businesses operating within the Township may better
implement the Act.
The North Brunswick Abilities Council shall keep records of its meetings
and activities and report to the governing body as the Council deems advisable
and/or as the governing body shall request. The meetings at the North Brunswick
Abilities Council shall be open to the public and conducted in accordance
with the Open Public Meetings Act.
The Council may incur such expenses as it may from time to time require,
providing the same shall be within the limits of funds, if any, appropriated
to it by the governing body or otherwise available to it, and there shall
be established in the municipal budget a line item for this Council.
