A. 
A Public Services Commission is hereby established as a result of consolidating the former Public Works Commission, Road Committee, and the Drainage Task Force.
B. 
The Commission shall initially consist of members who served on the former Public Works Commission, Road Committee, and Drainage Task Force. The Commission shall consist of 10 residents, including the Township Board liaison, who are voting members and a Wayne County Department of Public Services liaison who is a nonvoting member.
C. 
Terms of membership are for three years, ending on April 3 in the year of expiration, except for the Township Board member whose term shall be limited to the term he or she is a member of the Township Board; provided, however, that nothing herein shall prohibit the Township Board from removing and/or replacing the Township Board member from time to time during his/her tenure of office on the Township Board.
Members of the Commission shall serve without compensation, but shall be entitled to actual and necessary expenses, approved by the Township Board, incurred in the performance of official duties. Vacancies on the Commission shall be filled by the Township Board for the unexpired term of the Commissioner creating the vacancy.
The Department of Public Services Director shall serve as a nonvoting, permanent member of the Public Services Commission.
A. 
The Public Services Commission is responsible for the operation and maintenance of the water supply and sewer systems of the Township of Grosse Ile, and for the pickup of garbage and other forms of solid waste within the Township and for the disposal thereof.
B. 
The Commission shall administer and have general supervision over the operation of the Grosse Ile Department of Public Services.
C. 
The Commission shall have the authority to manage, improve, extend, maintain, equip, operate, and regulate the water supply and sewer systems of the Township.
D. 
The Commission shall have the power to make all necessary rules and regulations governing the Department of Public Services and pertaining to the operation and maintenance of the water supply and sewer systems of the Township including lateral sewer systems; provided, however, that all such rules and regulations shall be subject to approval by the Township Board before they shall become effective.
E. 
The Commission shall recommend to the Township Board from time to time any changes in sewer, water and/or refuse rates and any extensions or improvements needed to such systems; provided, however, that no rate shall be effective unless approved by the Township Board.
F. 
Whereas the Department of Community Development and Department of Public Services have been consolidated, Public Services Commission responsibilities shall include oversight of planning, zoning, ordinance enforcement, and building services.
G. 
Whereas the former Road Committee has been consolidated with the Public Services Commission, responsibilities shall include oversight of roads and bike paths.
H. 
Whereas the former Drainage Task Force has been consolidated with the Public Services Commission, responsibilities shall include oversight of drainage issues and stormwater management.
