There is hereby established a Board of Public
Works which shall be responsible as agent of the Township Board for
the operation and maintenance of the water supply and sewer systems
of the Township. The Board shall consist of five members to be appointed
by the Township Board. The members of the Board shall elect a Chairman
and such other officers as they shall require. The first Board shall
consist of two commissioners appointed for a term of three years,
two commissioners for a term of two years, and one commissioner appointed
for a term of one year. Subsequent appointments shall be for three
years unless to fill vacancies. Members shall serve until their successors
are appointed.
There is hereby established a Department of
Public Works of the Township to be administered by and responsible
to the Board of Public Works. The Board shall have supervision and
control of the employees of the Department, but no employees shall
be hired without the approval of the Township Board. The wages and
other terms of employment of Department personnel shall also be subject
to the approval of the Township Board.
A.
The Board of Public Works shall have the power to
make all necessary rules and regulations governing the Department
of Public Works and pertaining to the operation and maintenance of
the water supply and lateral sewer systems, but all such rules and
regulations shall be subject to approval by the Township Board before
they shall become effective.
B.
The Board of Public Works shall prepare and submit
to the Township Board an annual budget.
C.
The Board of Public Works shall recommend from time
to time to the Township Board any changes in sewer-water rates and
any extensions or improvements in the water supply or sewer systems
that they may deem advisable.
D.
The members of the Board of Public Works shall be
paid reasonable compensation for attendance at meetings of the Board
and shall be reimbursed for all necessary expenses incurred in behalf
of the Township. Their compensation shall be established by the Township
Board and their expenses subject to its approval.
E.
The Department of Public Works shall be operated by
the Board of Public Works on the same fiscal year basis as the Township.
A.
The rates to be charged for water furnished from the
Township's water supply system shall be levied on each lot, parcel
of land, building or premises connected with the system on the basis
of the quantity of water used as measured by the Township water meter.
Users of water may be classified according to the quantity of water
used, and any other special conditions, and different rates may be
charged to users in different classes as may be deemed reasonable.
Payment of charges may be enforced by shutting off water, by action
of assumpsit against the owners or occupants, and by any other remedy
that may be provided from time to time by any statute or ordinance.
Charges for water service and sewage disposal services furnished to
any premises shall also be a lien thereon, enforceable in the manner
provided in Section 21 of the Revenue Bond Act of 1933, as amended.
The water rates, connection charges and other charges shall be those
established from time to time by the Township Board upon recommendation
of the Board of Public Works.
B.
In addition to the water rates and charges, there
shall be charged to each user of the water supply system the applicable
sewer rates and charges established by the Sewer Finance Ordinance
adopted by the Township Board on the 27th day of June 1966, as from
time to time amended by resolution of the Township Board. All such
sewer rates and charges shall be levied and enforced in the same manner
as the water rates and charges as provided hereinbefore.

Combined bills for water and sewer rates and
charges shall be rendered at such intervals as may be from time to
time determined by the Township Board on recommendation of the Board
of Public Works. All bills rendered shall be due and payable to the
Township Treasurer upon a date to be stated on the bill. If not paid
within 15 days after the due date, 5% will be added to the bill; and
if not paid within 30 days the delinquent customers' water may
be turned off and an additional charge as set from time to time by
resolution of the Township Board shall be made for turning it on again.
All bills shall be the personal liability of the owner or occupant
of the premises.
The Township Treasurer shall allocate all collections
on bills in such manner and to such separate funds as may be established
from time to time by resolution or ordinance of the Township Board.
