Where premises are to be left unoccupied, the
water must be turned off at the stop and waste cock by the owner or
tenant. In case of the temporary vacancy of any premises, the water
will be turned off at the curb cock by the Department upon the request
in writing of the owner of the premises and will be turned on again
when requested in writing. Where the water is paid for at meter rates,
the minimum charge for any billing period in which the vacancy occurs
will be reduced in proportion to such vacancy, except as noted below,
but no rebate will be allowed for a period of less than 30 successive
days in any billing period. In no case will the charge for any period
be reduced below 1/2 the prescribed minimum charge for such period.
All claims for rebates to be valid must be made within six months
after the date when the vacancy ended. When metered premises are left
unoccupied with the water not turned off by the Department, no rebate
will be allowed for water registered by the meter that may leak or
waste through the plumbing or fixtures.

A. For the
purpose of making and collecting charges for Borough water used by
consumers, the calendar year shall be subdivided into quarterly billing
periods as follows: January 1 through March 31; April 1 through June
30; July 1 through September 30; and October 1 through December 31.
The rates shall be as follows:
(1) For
all water customers, the water use rate will be $6.50 per 1,000 gallons
of usage for the first 12,000 gallons and $8.50 per 1,000 gallons
of usage for 12,001 gallons upward.

(2) All
users will be billed a flat fee of $50 per quarter plus the above
usage charges.

(3) The
above rates may be changed or altered from time to time and the rates
for special cases may be fixed from time to time by resolution of
the Mayor and Borough Council.

A. In the event the Water-Sewer Superintendent or representative
thereof goes to the property for the purpose of shutting off service,
a fee of $40 shall be added to the outstanding balance of charges
due, whether or not service is actually discontinued. In the event
that service is discontinued, an additional restoration fee of $40
shall be added to the balance of outstanding charges due. Service
shall be restored (or the discontinuance procedure halted) only after
payment of all outstanding charges due, including penalties.
B. In the event that a check given to the Water-Sewer
Department in payment of charges is returned for insufficient funds
or is otherwise refused by the bank or institution on which the check
is drawn, a fee of $20 shall be added to the water-sewer bill of the
subject property to cover the fees charged to the Borough by its bank
and to cover the additional clerical time and expense of the Borough.
C. There
will be a ten-day grace period for any installment if paid within
the 10th calendar day which same became payable. Delinquencies after
the ten-day grace period are subject to interest at a rate of 10%
per annum.
Charges for water-sewer for any billing period
or fractional part thereof will be dated on the last day of such period
or on the day when the water is turned off and are due and payable
on the day when dated. Where water is supplied at meter rates, all
the water registered by the meter will be charged for; no deduction
will be made for leaks or alleged inaccuracy of the meter.
Under the laws of the State of New Jersey, all
charges for water-sewer are liens upon the premises or property on
account of which the charge is incurred until paid and satisfied.
