For purposes of this article, the following words shall have the following meanings:
COMMITTEE
The Telecommunications Committee of the Township of Ridley.
TELECOMMUNICATIONS EQUIPMENT
Any and all towers, antennas, receivers, transmitters and appurtenant hardware used by the telephone, cable or other communications industries in carrying or transmitting their signal, whether wireless or wired.
In light of the Federal Telecommunications Act of 1996 and the rapidly evolving industry of wireless communications, a committee is hereby created in the Township of Ridley. The President of the Township Board of Commissioners, or in his absence, the Vice President of the Board, shall appoint four members of the Board to the Committee. In addition, one resident of the Township of Ridley shall be appointed to the Committee. All appointments to the Committee shall be made pursuant to the procedures established in Chapter 9, Article III, of the Code of the Township of Ridley.
The Township Solicitor or an attorney appointed by the Board of Township Commissioners shall serve as legal advisor.
The Committee shall have the following functions:
A. 
Review the Federal Telecommunications Act of 1996.
B. 
Review the Township ordinances related to telecommunications equipment and report any areas of noncompliance with any federal or state law to the Board of Commissioners.
C. 
Establish procedures and regulations for applications to locate, erect, alter or use telecommunications equipment within the Township of Ridley, to be submitted to the Board for adoption.
D. 
Accept, review and make recommendations on applications to locate, erect, alter or use telecommunications equipment within the Township of Ridley.
E. 
Advise the Board of Commissioners regarding changes in state, federal or agency laws and regulations related to telecommunications.
F. 
Advise the Township on matters which might be grounds for revocation of a permit, license or other permission to locate, erect, alter or use telecommunications equipment.
G. 
Review and make recommendations on all other matters related to telecommunications referred to the Committee by the Board.
