As used in this article, the following terms
shall have the meanings indicated:
Includes the product in any form obtained as the result of
freezing water mechanically or naturally.
Any place, vehicle or establishment where ice is manufactured,
stored or processed for sale as ice.
A.
Applications for licenses shall be on forms provided
by the Board, which applications shall set forth the name, residence
and business address of the applicant and the names of the persons
operating the vehicle or establishment where the ice is manufactured,
stored or processed.
B.
Every ice vendor shall, upon demand, furnish to the
Board such additional information as the Board may require to enable
it to determine whether the provisions of these rules and regulations
are being complied with. Failure to furnish such information promptly
or failure to secure written permission to inspect or reinspect sources
of ice shall result in the refusal to issue or the revocation of the
ice vendor's license.
A.
Licenses.
(1)
It shall be unlawful for any person to sell or distribute
to the public ice from any ice vending vehicle or from any other type
of vending equipment without obtaining a license from the Board of
Health of Ridley. The fee for such a license shall be as set from
time to time by resolution of the Board of Commissioners per year.
Licenses shall be granted for a period of one year or portion thereof,
said year to be computed to commence January 1 of any given year.
Such licenses shall be displayed at all times in a conspicuous place
and shall not be transferable. Application for renewal of license
shall be made at least 30 days before the expiration of the existing
license.

(2)
A license will not be issued to any person until the Director of Health and/or the Health Officer has inspected and approved the establishment and equipment from which the ice is to be obtained. Such licensee, manufacturer or producer of ice shall be required to pay a fee for such inspection. Written permission for the Board to inspect or reinspect such establishment or equipment shall be furnished by the applicant. Any such establishment shall be equipped and operated in compliance with the provisions of Article I of these rules and regulations or requirements of the Board now in effect or hereafter adopted. The license shall at all times be kept posted prominently in the ice vending vehicle or on the equipment.
(3)
Revocation. Licenses may be suspended or revoked for
violations by the holder thereof of these rules and regulations. No
license shall be suspended or revoked without a licensee being given
a hearing before the Board of Health.
B.
Standards. Ice plants and ice shall meet the following
standards:
(1)
All ice plants shall be maintained in a clean and
sanitary condition and shall be subject to inspection and approved
by the Director of Health and/or the Health Officer.
(2)
The water from which ice is produced shall be obtained from an approved water supply meeting the requirements set forth in Article IV of these rules and regulations.
(3)
The ice at the time of delivery to a customer shall meet the standards of water quality set forth in Article IV of these Health Code rules and regulations and shall be free of all foreign substances.
(4)
All equipment used for manufacture, cutting, grinding,
chipping, crushing, storage, transportation or delivery of ice which
may come in direct or indirect contact with the ice or the water used
while manufacturing ice shall be of a sanitary design proved by the
Board. Ice shall be so handled while in storage and delivery as to
be protected from dust, dirt, filth and contamination.
(5)
All cans, buckets, tubs, pails or other containers
used in the manufacture, storage, transportation or distribution of
ice shall be kept thoroughly clean by methods acceptable to the Director
of Health and/or the Health Officer.
(6)
Paper containers shall be discarded after one use.
(7)
When dispensing individual servings of ice, a scoop
must be used.
A.
Any person owning or managing an ice plant shall maintain and submit to the Director of Health and/or the Health Officer, on demand, such records concerning the source, processing, transportation and distribution of ice as the Director of Health and/or the Health Officer requires for determining compliance with all applicable standards and requirements set forth in Article IV of these rules and regulations.
B.
Records required under this section shall include
a statement containing but not limited to:
(1)
Records of any changes in structure of equipment.
(2)
Records of the result obtained from analyses or tests
of the water used in manufacture of ice or of the ice.
(3)
Tons of ice manufactured or delivered.
(4)
The name and address of owners of vehicles used for
the transportation of ice.
(5)
List of all establishments, private homes excluded,
receiving service.
(6)
Location of coin-operated vending machines.
