From and after the effective date of this article, all residents of the Township receiving Township trash collection services are prohibited from mixing or including newspapers, magazines and other like printed material in their ordinary trash and rubbish.
All residents receiving Township trash collection services shall separate newspapers, magazines and other like printed material from their ordinary trash and rubbish and shall place their discarded newspapers, magazines and other like printed material at or near their regular trash collection point in securely tied bundles of not more than 25 pounds each on the day designated for recycling collection by the Township Manager.
No person, firm or corporation shall be permitted to collect discarded newspapers, magazines and other like printed material without the written permission of the Board of Commissioners.

Any person, firm or corporation violating any provisions in this article shall, upon summary conviction before any District Justice, pay a fine of not less than $100 nor more than $1,000, and costs of prosecution. In default of payment of the fine and costs, the violator may be sentenced to the county jail for a term of not more than 30 days. Each and every day which any person, firm or corporation shall be in violation of this article shall constitute a separate offense.
