For purposes of this article, the terms "receptacles" and "bins" refer to such containers that are placed on properties for the purposes of collecting donated materials, such as clothing.
No person, partnership, corporation or property owner shall place or maintain a collection receptacle or bin on his property unless a permit has been obtained from the Board of Commissioners of the Township of Ridley. The Board shall not charge a fee for this permit.
The application for such a permit shall describe the location of the land, the name of the owner or owners of the land, the name of the organization for whom the receptacles or bins are collecting items, and the length of time the applicant plans to have the receptacle or bin on his property.
A. 
The receptacle or bin must be conspicuously marked with the name and address of its owners and have a copy of the permit affixed.
B. 
The receptacle or bin must be properly adorned with flashing signals, lights, illuminated barricades or reflectors in order to ensure the safety of pedestrians and/or vehicular traffic.
C. 
The placement of the receptacle or bin shall not block the flow of vehicular or pedestrian traffic.
D. 
The receptacle or bin shall not be placed where the location or scattered debris may come within 15 feet of a fire hydrant.
E. 
The receptacle or bin must be emptied in a timely manner so that excess materials do not gather outside the receptacle or bin.
Violation of any of the regulations of this article by the applicant shall be cause for immediate revocation of the permit. The receptacle or bin shall be removed upon revocation of the permit.
