A. All connections to the water system or the waste water
system of the Town of Bridgeville shall be made by a bonded plumber,
licensed in the State of Delaware, who shall:
(1) Obtain and deposit with the Town of Bridgeville office
a bond in the amount of $5,000 conditioned that the person, firm or
corporation engaged in the plumbing business will faithfully observe
all the laws and regulations pertaining to that business and that
the Town of Bridgeville as the local governing body shall be indemnified
and saved harmless from all claims arising from accidents and damage
of any character whatsoever caused by the negligence of such person,
firm or corporation engaged in the plumbing business or by any other
unfaithful, inadequate work done either by themselves or their agents
or employees and that such person, firm or corporation will maintain
in a safe condition for a period of one year all ditches and excavations
which may be opened in the performance of any plumbing work, and further
that all dirt and other material excavated will be replaced in a good
condition with similar materials.
(2) Show proof that he or she has bodily injury liability
and property damage liability insurance to protect him or her from
claims for damages for personal injury, including accidental death,
as well as from claims for property damage which may arise from operations
under the work whether such work be done by himself or herself or
by anyone directly or indirectly employed by him or her. The insurance
should so state that the Town of Bridgeville office will be notified
10 days prior to the expiration of the insurance. Such insurance shall
not be less than:
(a)
Bodily injury liability insurance in an amount
not less than $100,000 for injuries, including wrongful death to any
one person, and subject to the same limit for each person in an amount
not less than $300,000 on account of one accident.
(b)
Property damage insurance in an amount not less
than $25,000 for damages on account of any one accident, and in an
amount not less than $50,000 for damages on account of all accidents.
B. Permits. Any duly licensed plumber who desires to
install and connect any work covered under the scope of this article
shall first make application to the Town of Bridgeville and obtain
the required permit.
C. Application.
(1) Application for a permit shall be made in person and
on application forms provided by the Town. Such information as required
shall be provided to complete the application. The application shall
be signed by the licensed plumber and the owner of the buildings to
be connected.
(2) If the Town of Bridgeville or its authorized representative
is satisfied that the work described in the application and attached
exhibits conform to the requirements of this article and other pertinent
laws and ordinances, he or she shall sign the application and in doing
so grant a permit, which shall be a license to proceed with the work
as detailed and specified on the application. When the application
is approved and the permit granted, one set shall be returned to the
applicant and be kept at the job while work is in progress, and one
set shall be retained by the Town as a permanent record.
D. Permit fees. The permit fee for each water or sewer
service pipe connection to the public utilities shall be $50.
E. Installation by homeowner. Nothing in this article
shall prevent any building owner or occupant from installing or maintaining
a water or sewer service pipe within his or her own property boundaries,
provided that such water service pipe installation and maintenance
is done by himself or herself and is used exclusively by him or her
or his or her family and is installed and inspected in accordance
with the requirements of this article and all other applicable codes
and ordinances, and providing also that he or she shall:

(1) Obtain a proper permit from the Town of Bridgeville.
(2) Have a plumber who is licensed by the State of Delaware
to install and connect the water or sewer service pipes to the facilities
of the Town of Bridgeville comment in the appropriate space on the
permit application on the suitability of the building's plumbing system
and make the final connection to the Town facilities.
F. Any person violating any provision of this chapter, upon conviction thereof, shall pay such fines as set out in Chapter
1, General Provisions, Article
II, Penalties.
A. Material. The water service pipe shall be either:
(1) Ultrahigh molecular weight polyethylene pipe (SDR-7
or SDR-9) Type III, Class C, rated at 160 pounds per square inch at
73.4º F., and approved by the National Sanitation Foundation
for use as a carrier of potable water. All fittings shall be brass
and watertight. This pipe may be used for the Town side of the meter
or the user (private property) side of the meter.
(2) Copper pipe (tubing) of Type K or L - ASTMB88-66 may
be used. All fittings shall be bronze designed for copper water tube
flare fittings and shall be watertight. This pipe may be used on the
user (private property) side of the meter only.
B. Size. The water service pipe shall be three-fourths-inch
(minimum), one-inch, one-and-one-half-inch or two-inch, as required,
but never less than the water meter outlet.
C. Meters. The Town shall supply a five-eights-inch meter,
meter pit and cover and a meter yolk. All other sizes of meters (and
appurtenant equipment) shall be at the owner's expense.
A. Material. The wastewater pipe shall be either SDR
35 or PVC Schedule 40, minimum of four inches in size.
B. Connection. Unless a tap exists in the sanitary trunk
line, an appropriate (material) saddle tap shall be placed on the
trunk line. Mortar joint, etc., is not acceptable.
C. Cleanout. A cleanout shall be constructed to grade
at the property line by placing a wye and a bend in the line (minimum
four inches in size) and capping at ground level.
