Any person claiming payment of funds from the
Borough shall present to the Chief Financial Officer and/or Treasurer
a detailed bill of demand, certified by the claimant to be correct.

The claim shall not be presented by the Chief
Financial Officer and/or Treasurer for approval until there has been
endorsed thereon the certificate of an officer or duly designated
employee of the Borough having knowledge of the facts that the materials
have been received by, or the services rendered to, the Borough.

After a claim has been duly certified as provided in §
5-2 hereof, the Chief Financial Officer and/or Treasurer shall submit the claim to the Council member or his designated representative responsible for the placing of the order for the materials or services. After such approval has been endorsed on the claim, it shall be presented to the governing body for formal approval at a regular meeting.
Claims shall be considered by the governing
body, which shall approve the same; except that the governing body
may reject any claim submitted to it, stating the reason for such
rejection.

It shall be the duty of the Borough Clerk to
record the total amount of claims in the official minutes, indicating
that the governing body has by formal action approved the same, with
appropriate record as to any claims rejected or disapproved in whole
or in part.

The Chief Financial Officer and/or Treasurer
be and is hereby authorized and directed to collect a fee in the amount
of $20 from any payer whose check to the Borough of Beach Haven has
been returned unpaid. Said fee shall be collected for any check returned
whether by stop payment, insufficient funds, uncollected funds or
any other reason. Further, said fee shall be collected for any returned
check to any department, division or other branch of the government
of the Borough of Beach Haven.
