Definitions. As used in this chapter, the following
terms and usages shall have the stated meanings:
ALUMINUM
Aluminum cans of beverage-type, marked thereon as "recyclable"
or "aluminum," and excluding cans of any other type.
BOTTLES
Includes glass bottles and jars made of silica, soda ash
and limestone, being transparent or translucent and breakable, excluding
any plastic or metal, or any other glass products such as window glass
and used containers for hazardous waste.
COLLECTOR
Any business or person licensed by the New Jersey Public
Utilities Commission for the collection and disposal of solid waste
in the Borough of Florham Park.
CORRUGATED CARDBOARD
The term used to identify a type of paper in which a portion
has been made to have a wavy surface (alternating ridges and grooves)
and is placed between two flat surfaces for the sake of strength and
which is commonly used to form cartons.
HAZARDOUS WASTE
Includes all solvents, acids, pesticides, herbicides, oils,
chemicals and other toxic or hazardous materials.
INSTITUTION
An established organization or foundation dedicated to public
service or culture, including but not limited to religious, educational,
health care and governmental establishments.
MIXED PAPER
All glossy-surfaced inserts such as advertisements and magazine
supplements, telephone books, magazines, catalogues, junk mail and
other paper products of a colored nature. This does not include cardboard,
corrugated boxes or other noncolored paper products which can be stacked,
tied or presented for recycling in manageable and conveniently sized
bundles.
NEWSPRINT
Black-and-white newspaper of the type distributed daily or
weekly.
OFFICE PAPER
High-grade papers generally used in offices that are of high
quality and do not have a glossy finish, including but not limited
to computer, letterhead, ledger and photocopy paper.
PERSON
See the definitions of "responsible solid waste generator"
and "residents."
PROOF OF COLLECTION SERVICE
A written record, lot, bill or document evidencing receipts
of service for the collection of solid waste for the preceding quarter
of a year from a person lawfully engaging in private solid waste collection
services within a municipality.
RECYCLABLES
Includes newsprint, cardboard, corrugated boxes, noncolored
paper, bottles, aluminum and yard waste.
RECYCLING GOALS
The municipality accepts the state policy directive of achieving
at least a 50% recycling rate of municipal solid waste by 1995.
REGULAR SOLID WASTE COLLECTION SERVICE
The scheduled pickup and removal of solid waste from residential,
commercial or institutional premises located within the boundaries
of any municipality at least once a week.
RESIDENTS
Occupants or owners or lessees of dwellings or of business
structures in the Borough of Florham Park, and shall be referred to
herein as "householders" or "businesses" respectively.
RESPONSIBLE SOLID WASTE GENERATOR
Any property owner, tenant or occupant of any single-family
residential dwelling or multiple dwelling or the owner of any commercial
or institutional building or structure located within the boundaries
of any municipality who generates solid waste at those premises (herein
referred to as "person").
SOLID WASTE
Garbage, refuse and other discarded materials resulting from
industrial, commercial and agricultural operations and from domestic
and community activities, and shall include all other waste materials,
including liquids, except for solid animal and vegetable wastes collected
by swine producers licensed by the State Department of Agriculture
to collect, prepare and feed such wastes to swine on their own farms.
SOLID WASTE COLLECTION
The activity related to pickup and transportation of solid
waste from its source or location to a solid waste facility or other
destination.
SOLID WASTE DISPOSAL
The storage, treatment, utilization, processing or final
disposal of solid waste.
YARD WASTE
Leaves, grass clippings, branches and other vegetative matter.
