For the purposes of this article, the following words and phrases shall have the meanings respectively ascribed to them by this section:
PARK
A park, reservation, playground, recreation center or any other area of the Borough owned or used by the Borough and devoted to active or passive recreation.
VEHICLE
A motor-powered wheeled conveyance of any kind, exclusive of vehicles in service of the Borough.
No person in a park shall fail to comply with all applicable provisions of the state motor vehicle traffic laws in regard to equipment and operation of vehicles and with such regulations as are contained in this Code and other ordinances.
No person in a park shall fail to obey all traffic officers of the Borough Police Department and park employees, such persons being hereby authorized and instructed to direct traffic whenever and wherever needed in the parks and on the highways, streets and roads immediately adjacent thereto in accordance with the provisions of this chapter.
No person in a park shall fail to observe carefully all traffic signs indicating speed, direction, caution, stopping or parking and all others posted for proper control and to safeguard life and property.
No person in a park shall ride or drive at a rate of speed exceeding 20 miles per hour, except upon such roads as the Chief of Police may designate, by posted signs, for speedier travel.
No person in a park shall drive any vehicle on any area except designated roads or parking areas or such other areas as may be designated as temporary parking areas by the Recreation Commission.
No person in a park shall park a vehicle in other than an established or designated parking area, and such use shall be in accordance with the posted directions thereat or with the instructions of any attendant who may be present.
A. 
The Police Department and any Borough employee authorized by the Recreation Commission shall diligently enforce the provisions of this chapter.
B. 
The Police Department and any authorized Borough employee shall have the authority to eject from the park any person acting in violation of this section.
All regulations establishing speed, directions, stopping, parking and all other traffic controls shall be established in such areas of the parks of the Borough as are designated by resolution of the Borough Council.

For the purposes of this article, the following words and phrases shall have the meanings respectively ascribed to them by this section:
PARK
Any reservation, playground, playing field or other land located within the Borough, whether or not owned by the Borough, but open to the public and used or devoted to active or passive recreation.
PERSON
Any person, firm, partnership, association, corporation, company or organization of any kind.
No person on municipally owned property, in public parks or on other public roadways and places related to the above shall:
A. 
Willfully mark, deface, disfigure, injure, tamper with or remove any structures, buildings, signs, posts, fences, sidewalks, tables, benches, sporting equipment, park property or parts or appurtenances thereof, whatsoever, either real or personal.
B. 
Dig, remove, damage or cut any soil, rock, stones, trees, shrubs or plants or in any way otherwise disturb the natural beauty or usefulness of the area.
C. 
Throw, discharge, place or dump any substance or refuse or trash of any kind anywhere on the grounds or in any waters in or contiguous thereto but rather shall place such object in the proper receptacles where these are provided.
D. 
Paste, glue, tack or otherwise post any sign, placard, advertisement or inscription whatever, without prior approval of the Borough Council.
E. 
Fail to comply with all applicable provisions of the state motor vehicle laws in regard to equipment and operation of all motor vehicles.
F. 
Bring or have in possession or set off or otherwise cause to explode or discharge or burn any firecrackers or other fireworks or explosives of flammable material or discharge them or throw them into any such area from land or roadways adjacent thereto. This prohibition includes any substance, compound, mixture or article that, in conjunction with any other substance or compound, would be dangerous in any of the preceding situations.
G. 
Be loud, boisterous or threatening, abusive or indecent, by deed or language, be under the influence of intoxicating liquor or drugs or engage in any disorderly conduct or behavior tending to cause a breach of the public peace.
H. 
Bring or cause to be brought, sell or cause to be sold any alcoholic beverage for consumption or for free distribution thereon or possess any alcoholic beverage thereon otherwise than in its original sealed container. Consumption and distribution may be temporarily allowed by obtaining a permit approved by the Mayor and Council. Such permit shall be issued subject to such rules and standards as from time to time may be established by the Mayor and Council and only when they are convinced that such activity will not unreasonably interfere with or detract from the promotion of public health, safety, welfare and recreation.
I. 
Fail to comply with park rules and regulations or posted closings related to ballfields, tennis courts, ice skating areas and any and all other Borough recreational properties and facilities.

Any person violating any of the provisions of this article shall, upon conviction, be punishable as provided in Chapter 1, § 1-16, of this Code.
