The Mayor and Council of the Borough of Ridgefield shall, from time to time, establish by ordinance titles for public employment by and within the Borough of Ridgefield and the salary ranges for employees under said titles.
The Mayor and Council of the Borough of Ridgefield shall, from time to time, adopt and amend personnel policies and procedures. Some of such personnel policies and procedures are already codified in existing ordinances. The Mayor and Council specifically authorizes that personnel policies and procedures may be adopted and amended from time to time by way of resolutions duly adopted by that body. When the terms and provisions of a resolution are in conflict with an ordinance, the terms and provisions of the ordinance shall apply.
The Borough Administrator is responsible to implement and enforce the personnel practices adopted by ordinance or resolution authorized pursuant to this article. If there is a conflict between the personnel practices in any duly adopted and lawful collective bargaining agreement, personal services contract or federal or state law, the terms and conditions of that contract or law shall prevail. In all other cases, the practices adopted pursuant to ordinance and resolution shall prevail.
