This chapter shall be known as the "Ridgefield Returned Check Ordinance."
Whenever a check payable to any account of the Borough of Ridgefield
is returned for insufficient funds, a service charge of twenty dollars ($20.)
per transaction shall be added to the account. The service charge shall be
paid and credited before any other payment on the account is accepted and
credited.
Any such service charges which remain unpaid shall become delinquent
and, when applicable, shall become a lien against the property of the drawer
of the check and enforced in the same manner as other liens.
Any person whose returned checks become chronic, as determined by the
Chief Financial Officer, may thereafter be required to pay in cash or by certified
or cashier's check.
