The Board of Health of the Borough of Ridgefield and the Building Department of the Borough of Ridgefield are hereby designated as the co-agencies to administer and secure compliance with the provisions of this chapter. The Health Officer and the Construction Official/Zoning Officer of the Borough of Ridgefield shall be charged with the enforcement of the provisions of this chapter, and they may utilize assistants and inspectors as necessary to carry out effectively the enforcement of this chapter. All personnel of the Board of Health and the Building Department shall be freed from personal liability for acts performed in connection with their duties and in good faith.
Officials of the Borough’s Health Department and Building Department are hereby authorized and directed to make inspections to determine the conditions of dwelling units, rooming units and premises located within the Borough of Ridgefield in order that they may perform their duties of safeguarding the health and safety of the occupants of the dwellings and of the general public, and to ensure that dwellings are occupied pursuant to the Zoning Code.[1] The owner or occupant of every dwelling unit and rooming unit, or the person in charge thereof, shall give officials of the Health Department and Building Department free and unfettered access to such dwelling unit or rooming unit and its premises at all reasonable times for the purpose of such inspection, examination and survey. Every occupant of a dwelling or rooming unit shall give the owner thereof, or his agent or employee, access to any part of such dwelling or dwelling unit or its premises at all reasonable times for the purpose of making such repairs or alterations as are necessary to effect compliance with the provisions of this chapter or with any lawful rule or regulation adopted or any lawful order issued pursuant to the provisions of this chapter.

Whenever officials of the Health Department and/or Building Department determine that there are reasonable grounds to believe that there has been a violation of any provision of this chapter, or any rule or regulation adopted pursuant thereto, or shall discover a violation of this chapter, that official shall either issue a summons and complaint for a violation of this chapter, or shall give the person or persons responsible for the dwelling space or unit in question a written notice of violation, which notice will describe the violation and provide a reasonable period of time to cure or correct the violation.
