The following streets are hereby designated
as dead-end streets, meaning that vehicular traffic by and through
a described portion of a designated dead-end street shall be prohibited
as indicated:
A.
Russell Avenue, to be made a dead end at the place
where Russell Avenue intersects with River Street. The Borough shall
erect barriers to prohibit the flow of traffic through said intersection,
except for emergency vehicles and to police access, and shall erect
appropriate signage to make the dead-end designation appropriately
known.
