The regulations, restrictions, limitations and district boundaries set forth in this Part
1 may from time to time be amended, supplemented, changed or repealed; provided, however, that no such action may be taken until the ordinance proposing such change has been submitted to the Planning Board for approval, disapproval or suggestions and the Planning Board has had at least 30 days' time for consideration and report. In the case of an unfavorable report by the Planning Board, such amendment shall not become effective except by a favorable vote of two-thirds (2/3) of the governing body and a public hearing on the proposed amendment at which parties in interest and citizens shall have an opportunity to be heard. Said ordinance and the time and place of public hearing thereon shall be published at least 10 days prior to such hearing in the official newspaper of the Borough.
In case of a protest against such proposed amendment
signed by the owners of 20% or more either of the area of the lots
or land included in such proposed change or of the lots or land in
the rear thereof extending 200 feet therefrom or of the lots or land
on either side thereof or directly opposite thereto extending 200
feet therefrom (exclusive of street space), such amendment shall not
become effective except by the favorable vote of two-thirds (2/3)
of all the members of the governing body of the Borough of Ridgefield.
