For the purpose of this Article, the following terms shall have the
meanings indicated:
LABORATORY
Includes any establishment engaged in study, research, evaluation
or analysis of chemical, physical or biological materials or products requiring
the use of a living animal.
No person shall establish, maintain or operate a laboratory without
first having obtained a license from the Board of Health. The license shall
not be transferable and shall continue in effect until the first day of January
next ensuing the date of granting thereof. A license fee of five dollars ($5.)
per year or fraction thereof is hereby established. The fee shall accompany
the application for a license.
The following rules and regulations shall govern the operation of a
laboratory:
A. The room or portion of a laboratory in which animals
used incident to its operation are housed shall:
(1) Be an integral part of the building in which the laboratory
is located, and shall be located in that portion of the building which is
the greatest linear distance from neighboring buildings. No coops, pens, structures
or runs outside the building shall be used.
(2) Be supplied with an adequate supply of hot and cold running
water and sink facilities of a size adequate to properly wash cage pans, feeding
troughs and other dismantleable portions of the animal cages.
(3) Have floors and walls of a tight, impervious, easily
cleanable material approved by the Health Officer.
(4) Have all doors and windows tightly screened.
B. No animals shall be kept which by their nature or number
are capable of producing noise or odor disturbing to those living or working
in buildings in proximity to the laboratory.
C. The types of animals permitted and the maximum number
of each type shall be prescribed in the license. No animal of a type not prescribed
in the license or in numbers exceeding the maximum indicated in the license
shall be kept in the laboratory.
D. No animal or animals to which pathogenic organisms transmissible
to human beings have been administered shall be kept in the laboratory.
E. All animals shall be housed in metal cages of easily
cleanable construction. The cages, as well as the room or portion of the laboratory
in which the animals are kept, shall be kept in a clean and sanitary condition
at all times.
F. All manure, cage cleanings and other laboratory refuse
shall be kept in tightly covered metal containers or in such a manner, as
approved by the Health Officer, as not to create a nuisance or breed flies.
All such materials shall be removed from the premises at least twice weekly,
or more often if required.
G. All animal food shall be kept in tight, verminproof,
metal containers.
