As used in this article, the following terms shall have the meanings indicated:
GOVERNING BODY
The Mayor and Council of Dumont.
MEETING
Includes any gathering, whether corporeal or by means of communication equipment, which is attended by or open to all of the members of a governing body, held with the intent, on the part of the members of the body present, to discuss or act as a unit upon the specific public business of that body.
PUBLIC BUSINESS
Includes all matters which relate in any way, directly or indirectly, to the performance of the governing body's functions or the conduct of its business, and in particular, requiring a formal vote and formulating final action.
A. 
Any member of the governing body may abstain from voting on the public's business.
B. 
In abstentions, that person's vote shall be so recorded as an abstention and not counted as either an affirmative or negative vote.
C. 
Abstentions are to be so recorded, regardless of whether a person speaks for or against a motion.
D. 
The silence of any member of the governing body on any vote shall be recorded as an abstention.

A. 
The Mayor and Council members shall attend as many meetings as possible, particularly the regular public and executive sessions as advertised and adopted under the Open Public Meetings Act.[2]

B. 
The Mayor and Council members shall be entitled to eight absences from the regular and executive sessions during the calendar year.

The Borough Clerk shall be responsible for maintaining the record of attendance for each member of the governing body. The Clerk shall report the attendance record monthly to the Mayor and Council.[1]
