The part-time position of Administrative Chief
of Staff is hereby created.
The functions of the Administrative Chief of
Staff are as follows:
A. To implement the policy set forth by the Mayor and
governing body of the Borough of Dumont;
B. To coordinate the day-to-day activities of all Borough
Hall personnel, excluding the Police Department and Department of
Public Works, whose department shall be headed by the Police Chief
and the Superintendent of Public Works;
C. To interact with the Police Chief and the Superintendent
of Public Works, to insure that all staffing required to maintain
a functioning Borough Hall is achieved with the greatest efficiency;
D. To insure that there is sufficient personnel to staff
Borough Hall during normal working hours;
E. To assign and supervise functions of all non-statutory
officers of the Borough;
F. To interact with the Borough Attorney;
G. To coordinate and to supervise all Borough Department
heads other than for the Chief of Police and the Superintendent of
the Department of Public Works;
H. To implement the hiring and firing of all personnel
pursuant to the directions of the Mayor and/or governing body;
I. To oversee the Borough's contractual obligations with
outside vendors and professionals.
The Administrative Chief of Staff shall be deemed
a confidential employee.
The Mayor shall nominate, subject to the advice
and consent of the Borough Council, such individual whom he deems
capable of performing the tasks as set forth above. Said appointment
shall be effective as of January 1 of each year for a term of one
year.
The Administrative Chief of Staff may be removed
from office at any time by a vote of two-thirds of the full Borough
Council.
The Chief of Staff shall report directly to
the Mayor and to the personnel committee on a regular basis.
