The purpose of this chapter is to protect the public welfare and safety by authorizing the establishment and appointment of special policemen in and for the Village of Rouses Point, New York.
A. 
The terms, words and phrases used in this chapter shall have the same meaning as such terms, words and phrases are defined in the Village Law, Penal Law and all other laws of the State of New York.
B. 
As used in this chapter, the following terms shall have the meanings indicated:
VILLAGE
The Village of Rouses Point.
Authority is hereby granted to establish a Special Police Department in, of and for the Village of Rouses Point in accordance with authority granted under the Municipal Home Rule Law of the State of New York, and it is specifically provided that the term, duration of service, hours of service, compensation therefor and directions as to duties of all special policemen herein appointed shall be under the direction and control of the Village Board of the Village of Rouses Point, agents, servants and/or employees thereof. It is specifically provided, however, that any prior requirement of the Penal Law or any other laws of the State of New York as to certification prior to the actual appointment of any special policemen shall be complied with before any appointed special policeman receives any compensation or benefit therefor.
It is specifically provided that any special policeman herein appointed shall not work a longer period of time than 20 hours per week and shall in no event work as a special policeman for the Village of Rouses Point unless specially appointed and qualified prior thereto to so perform.
A violation of any provision of this chapter shall be punishable as provided for by the laws of the State of New York.
