The Board of Trustees of the Village of Rouses Point, in addition to any other powers conferred upon villages, has the power to enact local laws which are deemed expedient or desirable for the safety and general welfare of the inhabitants of the Village.
For that purpose, the Board of Trustees has made available a telephone number for use in the event of fire, ambulance, police or other emergency.
No person shall be allowed to use an automatic-dialing or other similar type of device which is programmed to ring said emergency telephone number, since such devices may, if not programmed properly or operating correctly, tie up said emergency telephone number.
Unless another penalty is provided by law, any person committing an offense against any provision of this article shall, upon conviction, be guilty of a violation pursuant to the Penal Law of the State of New York, punishable by a fine not exceeding $250 or by imprisonment for a term not exceeding 15 days, or by both such fine and imprisonment. The continuance of an offense for each day (24 hours) shall be deemed a distinct and separate violation.
Where it appears to the Board of Trustees that any person does not comply with any provision of this article, notwithstanding the imposition of any penalty in respect of such noncompliance and in addition to any other right or remedy, the Village may apply to a Justice of the Supreme Court for an order directing such provision or an order fit for restraining or enforcing or prohibiting the noncompliance or for an injunction for the same or for a mandatory order, as the case may be.
