The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
A. 
Whenever a space shall be marked off on any street for the parking of an individual vehicle, any vehicle there parked shall be parked within the lines bounding such space.
B. 
Every vehicle stopped, standing or parked upon a highway or roadway, whether or not there are adjacent curbs, shall be so stopped, standing or parked parallel with the edge of the highway or roadway and headed in the direction of authorized traffic movement on that portion of the roadway or highway on which the vehicle rests; and said vehicle shall be so stopped, standing or parked on the side of same within 12 inches from the edge of same.
A. 
No motor vehicle may be parked or stationed without a driver on any street, road or highway in the Village of Rouses Point in any manner that interferes with, obstructs or prevents the passage over such street, road or highway of emergency or service vehicles.
B. 
As used in this article, the following terms shall have the meanings indicated:
EMERGENCY VEHICLES
Includes fire vehicles, police vehicles and ambulances, public or private.
SERVICE VEHICLES
Any public utility vehicles, public or private; sanitation and carting vehicles, public or private; and snow removal vehicles, public or private.
STREET, ROAD or HIGHWAY
Any street, road or highway within the bounds of the Village of Rouses Point, whether the same is public or private and whether the same is publicly or privately maintained.

A. 
The parking of vehicles is prohibited at all times by all persons upon those streets described in Subsection A of Schedule IX (§ 112-42).
B. 
Except for parking of vehicles operated by or transporting a handicapped person in possession of a valid handicapped parking permit issued pursuant to § 1203-a of the Vehicle and Traffic Law of the State of New York, as amended, and same is displayed upon the parked vehicle, the parking of vehicles is prohibited at all times upon those streets described in Subsection B of Schedule IX (§ 112-42).
C. 
Parking is prohibited on the Village Boat Ramp on Montgomery Street. Location is further defined as being the area east of Montgomery Street to Lake Champlain and from Lighthouse Point Marina's northerly boundary with the Village to a point 75 feet north.

The parking of vehicles and trailers, semitrailers or house coaches, detached from their towing vehicles, is hereby prohibited on all streets within the Village between the hours of 2:00 a.m. and 6:00 a.m. from December 1 through March 31 of every year.

Except for vehicles operated by or transporting a handicapped person in possession of a valid handicapped parking permit issued pursuant to § 1203-a of the Vehicle and Traffic Law of the State of New York, as amended, and same is displayed upon the said operated vehicle, the stopping and standing of vehicles is hereby prohibited in the locations described in Schedule X (§ 112-43) at the times indicated.
A. 
The parking of vehicles is hereby prohibited in the locations described in Schedule XI (§ 112-44) during the times indicated.
B. 
Permit parking. The parking of vehicles is hereby prohibited in the locations described in Schedule XIV (§ 112-47), except by permit, which permit shall be procured from the Village office and signed by a designee of the Village Board. Such designee shall be either the Village Administrator, Village Clerk, Deputy Village Clerk, Village Police Chief or authorized Village police officer designated by the Police Chief. Such permit shall be issued during the regular business hours of the Village officials of the Village of Reuses Point.

The parking of vehicles is hereby prohibited in the locations described in Schedule XII (§ 112-45) for a longer period of time than that designated.
In accordance with § 1640-a of the Vehicle and Traffic Law, traffic regulations are hereby adopted as follows for the shopping center parking lots listed below, a request therefor in writing by the owner thereof having been received:
