The purpose of the Town Planner is to promote orderly planning and development that protects the natural, social and economic resources of the Town.
A. 
This article establishes the position of Town Planner effective May 1, 2001. It abolishes the position of Research and Development Analyst effective April 30, 2001. The abolished position shall not be restored or recreated except by Town Council ordinance or Charter revision.
B. 
The Town Planner:
(1) 
(Appointed) There shall be a Town Planner who shall be appointed by the Town Administrator with the approval of the Town Council to serve for an indefinite term. In the same manner for the same term, whenever such appointment shall be necessary, there may be appointed an Assistant Town Planner who shall have all the powers to perform all the duties which are granted to the office of the Town Planner, being thereunto qualified by taking the oath of office.
(2) 
Shall report to and act under the Town Administrator's direction.
(3) 
Hold an accredited master's degree in community planning and at least three years' experience in a municipal planning position, or equivalent combination of education and experience.
(4) 
Shall be in good standing with (APA) American Planning Association and the (AICP) American Institute of Certified Planners, within one year of employment.
(5) 
Receive such annual salaries as shall be set by the Town Council.
(6) 
The Town Planner shall not assume administrative powers and duties of the Town Administrator except by provision of the Town Charter.
The Town Planner shall:
A. 
Provide technical assistance and professional advice to the Planning Board on subdivision rules and regulations, review, and evaluation of plans, special permit applications, proposed zoning amendments, and decisions relating to all areas of community planning and development; review site plans to determine conformance with established regulations and to evaluate impacts on municipal services.
B. 
Attend all meetings of the Planning Board.
C. 
Provide technical assistance to the Town in revising the Comprehensive Plan and zoning ordinances.
D. 
Monitor and coordinate implementation of the Comprehensive Plan.
E. 
Provide technical assistance to other boards and commissions in matters related to Town planning and development.
F. 
Prepare state and federal grant applications related to Town planning and development.
G. 
Coordinate development of open space acquisition strategies.
H. 
Prepare plans and implementation strategies related to the physical development of the Town, such as open space and recreational planning, economic development, capital improvements planning and fiscal impact analyses.
I. 
Perform other related duties and responsibilities as may be assigned.
