No person shall facilitate the use or occupancy of a one-family or two-family detached dwelling in a manner which violates the use or occupancy of such dwelling as permitted by the certificate of occupancy issued for it by the Building Department or the permitted use or occupancy of such dwelling under Chapter 99, Zoning, of the Code of the Incorporated Village of Valley Stream.
A person shall be deemed to facilitate use or occupancy by, among other things, advertising or listing the availability of a dwelling, showing a dwelling to a prospective user or occupant or otherwise soliciting or encouraging another person to use or occupy such a dwelling.

Any person or persons, association or corporation committing an offense against this chapter, or any provision or section thereof, is guilty of a violation punishable by a fine not to exceed $2,000 for the first offense and $3,000 for each subsequent offense or imprisonment for a period not to exceed 15 days for each such offense, or by both such fine and imprisonment.
