A person who:
A. 
While driving or while in control of any vehicle in the Village of Valley Stream, shall fail upon the approach of any fire engine, hose wagon, hook-and-ladder truck or other fire apparatus, when such apparatus shall be traveling to or from a fire, to immediately drive or place such vehicle, or cause the same to be driven or placed, close to and parallel with the curb or sidewalk of the street wherein such vehicle may then be, and thereupon to immediately stop or cause such vehicle to stop and there remain until such fire apparatus shall have removed from such vicinity; or
B. 
Being the driver of any vehicle, and driving the same in the Village of Valley Stream, shall cause or attempt to cause any such vehicle to pass any fire engine, hose wagon, hook-and-ladder truck or other fire apparatus in said Village while such apparatus is in motion; or
C. 
Being in control of any vehicle, shall fail to move or cause the same to be moved from the vicinity of any fire hydrant in the Village of Valley Stream, upon orders so to do from any Fire Department officer; or
D. 
Shall at any time drive any vehicle, other than an ambulance in actual service, or a vehicle carrying United States mail, over any fire hose lying on any street, road or highway in the Village of Valley Stream; or
E. 
Not being a fireman, Village policeman or Village officer or employee, shall, without permission of the Chief, First or Second Assistant Chief of the Fire Department of the Village of Valley Stream, go or remain within any fire line established within the Village of Valley Stream, by the Fire Department of said Village, or by any fireman or firemen of said Village;
Shall be liable for and forfeit and pay a penalty or fine of not more than $25 for each offense; and any violation of this article or any part thereof shall constitute disorderly conduct, and any person violating the same shall be and is hereby declared a disorderly person.

No person or persons, firm, association or corporation shall cause to be placed or permit to be placed any boxes, goods, wares, merchandise or any object or thing in or upon any of the sidewalks, highways or public streets or other places in the Village of Valley Stream, within a distance of 15 feet from any hydrant, without a permit, in writing, from the Board of Trustees of said Village of Valley Stream.
No person or persons, firm, association or corporation shall obstruct any hydrant in the Village of Valley Stream by placing, or causing or permitting to be placed, any ice or snow around or about the same.

A. 
Any person or persons, firm, association or corporation violating any of the provisions of this article or any part thereof shall be liable for and forfeit and pay a fine of $100 for each violation thereof, for the use of said Village. Any violation of this article or any part thereof shall constitute disorderly conduct, and any person violating this article or any part thereof shall be and is hereby declared a disorderly person.
B. 
Upon the failure of a person or owner of a vehicle to appear or answer, on or before the return date or any subsequent adjourned date, a summons or summonses charging that said person or owner with a violation of § 33-2 of Chapter 33 of the Code of the Village of Valley Stream, late penalties shall be imposed as follows:
(1) 
If the aforementioned fine shall not be paid within 30 days from the date the summons was issued, a late penalty of $100 shall be added to the fine for a total sum of $200;
(2) 
If the fine is still not paid within 60 days from the date the summons was issued, a second late penalty of an additional $100 shall be added to the fine for a total sum of $300;
(3) 
If the fine is still not paid within 90 days from the date the summons was issued, a third late penalty of an additional $100 shall be added to the fine for a total of $400; and
(4) 
If the fine is still not paid within 120 days from the date the summons was issued, a fourth late penalty of an additional $100 shall be added to the fine for a total of $500.
