As used in this article, the following terms shall have the meanings indicated:
APPLIANCES
All gas-burning appliances for use with liquefied petroleum gas.
LIQUEFIED PETROLEUM GASES
Any materials composed of any or a mixture of the following hydrocarbons or mixtures thereof: propane, propylene, butane, isobutane and butylene.
The provisions of this article shall apply to all uses of liquefied petroleum gas and the installation of all apparatus, piping and equipment pertinent to systems for such uses.
Every installation of liquefied petroleum gas equipment shall be made and maintained in a manner conforming to the generally accepted good practice for the making and maintenance of such installations, conforming with the standards set forth in the National Fire Protection Association Pamphlet No. 58, except as modified and as specified by the Department of Public Works.
Every person, firm or corporation installing liquefied petroleum gas equipment shall submit to the Building Department an application and plans indicating the location, capacity, safety protection, proposed use and any other pertinent information requested by the Department of Public Works. A copy of the application shall be filed with the Chief Fire Inspector not later than the 10th day of each month following installation during the previous month.
A. 
No person, firm or corporation shall manufacture liquefied petroleum gas or operate or permit to be operated any container filling station or any similar or related use for the sale, manufacture or transfer of liquid petroleum gas.
B. 
No person, firm or corporation shall store liquefied petroleum gas in any storage apparatus or container with a capacity in excess of 500 pounds' water capacity in a residential zone or 1,000 pounds' water capacity in any commercial or industrial zone.
C. 
No container either in use or in storage shall be permitted inside any occupied building or any construction attached to an occupied building, unless otherwise specified in the National Fire Protection Association Pamphlet No. 58 and approved by the Department of Public Works.
A. 
Containers must be outside buildings, above ground and at approved locations specified in Pamphlet No. 58 of the National Fire Protection Association, except that there shall be a minimum clearance of five feet to doors, windows, etc., for containers of less than 125 water gallons (100 gallons of liquid petroleum gas).
B. 
Containers in use must be secured against tipping and protected from physical damage.
C. 
All units must be installed by licensed plumbers, licensed by the Village of Valley Stream as required under Article III, § 63-16, of the Plumbing Code of the Village of Valley Stream.
A. 
Portable heaters utilizing liquefied petroleum gas must be equipped with a safety pilot device which will shut off the flow of gas should the pilot light be extinguished.
B. 
Direct connection of the heater to the container without a pressure regulator is prohibited.
C. 
Only hose approved for liquefied petroleum gas will be permitted and may not exceed 10 feet in length.
D. 
Heaters must be placed at least six feet from containers and at least 10 feet from combustible materials.
All equipment must be supervised by competent persons having knowledge of the operation and utilization of liquefied petroleum gas.
A. 
Storage of containers awaiting use or resale shall be limited to the quantities and requirements specified within the National Fire Protection Association Pamphlet No. 58, except as follows:
(1) 
Public buildings. The total quantity on display and in storage shall not exceed 100 pounds of liquefied petroleum gas.
(2) 
Industrial or manufacturing buildings. The total quantity in storage shall not exceed 300 pounds of liquefied petroleum gas.
B. 
Empty containers which have been in gas service should be stored in the open. When stored inside, they shall be considered as full containers.
Storage location shall be provided with at least one approved portable ten-pound CO2 fire extinguisher, and the area shall be labeled with a sign, letters a minimum of two inches in height, stating "DANGEROUS - L.P. GAS - NO SMOKING."
Underground liquid petroleum tanks of any size require a special permit issued by the Board of Trustees.
Filing fees shall be set by resolution of the Board of Trustees.
