It shall be unlawful for any person to perform
automobile, truck, or other motor vehicle repair or maintenance in
any public parking lot, park, Borough-owned property, or any nonresidential
parking lot.
Nothing in this chapter shall prevent an emergency
repair to a disabled vehicle. "Emergency repair" shall be defined
as the immediate necessary repair to fix an automobile, truck or motor
vehicle which has become disabled to enable the vehicle to be moved.
Emergency repair shall be limited to the changing of a flat tire,
repair of belts, jump starting a battery, or such other repair to
immediately remove the vehicle.
Nothing in this chapter shall prohibit the repair
of commercial vehicles in a lot owned or leased by the same commercial
entity or in the lot of any business which provides vehicle repair
services.
