A. 
The Lower Broadway Corridor Sector of the Redevelopment Zone, as described and defined herein, which includes all of the properties listed in Exhibit B,[1] attached hereto and incorporated herein, shall be subject to the provisions of the Oceanfront-Broadway Redevelopment Plan, Design Guidelines Book 1, Design Guidelines Book 7 and Design Guidelines Handbook 8.

B. 
The Lower Broadway Corridor Sector shall be subject to the applicable provisions of Long Branch City Zoning Ordinance[2] implementing the Oceanfront-Broadway Redevelopment Plan and Design Guidelines, including but not limited to, Chapter 269, except for Section 8 (Acquisition Plan), Section 9, (Relocation Plan), and Section 11 (Developer Selection).

A. 
The City shall not be authorized under N.J.S.A. 40A:12A-8 to exercise the power of eminent domain to acquire any private property in the Lower Broadway Corridor Sector of the Redevelopment Zone.
B. 
The City shall not be authorized under N.J.S.A. 40A:20-1 et seq., to grant long-term tax exemptions in the Lower Broadway Corridor Sector of the Redevelopment Zone.
