All owners of buildings, the water from which drops directly on the sidewalks, shall place eave spouts thereon and connect the same with the sewers where laid, and where there is no sewerage and the water runs from the spouts over the sidewalk, there shall be placed in the walk a plank or stone cut out for the purpose of conducting the water to the gutter.

Anyone offending against the provisions of this article and who shall not correct the situation, as required by § 278-1, after 30 days' notice from the Director of the Department of Public Works to do so, shall be subject to the penalty provided in § 278-3 hereof.

Any person violating any of the provisions of this article shall, upon conviction thereof, be punishable by a fine not exceeding $300 and costs of prosecution or by imprisonment for a term not exceeding 90 days, or by both such fine and imprisonment.
