It shall be the duty of every person, firm or corporation occupying
any building fronting on any street in the City of Oil City to remove
the snow, ice or dirt from the sidewalks in front of or abutting the
lot or lots enclosing said buildings.
The snow shall be removed from said sidewalks within 12 hours
after said snow shall have ceased to fall. In case of unoccupied buildings
or lots, the duty of removing the snow, ice or dirt shall be upon
the owners of said unoccupied buildings or lots.
All violations of this article shall be punishable by a fine
not to exceed $5 for the first offense and not less than $3 nor more
than $20 for each additional offense against this article, to be recovered
summarily. The party failing to pay the same may be imprisoned at
the discretion of the Magisterial District Judge for a period not
to exceed 10 days.
