As used in this article, the following terms shall have the meanings indicated in this section:
BLOCK
To interfere with unobstructed travel by any means, including but not limited to parking on the part of the sidewalk that is fit for travel or placing any object or vehicle whatsoever on such sidewalk.
CURBLINE
The lateral boundary between the traveled and untraveled area of any street, road, highway or alley, whether or not actually marked by a curb.
DRIVEWAY
That part of the passage located on private property that provides vehicular ingress and egress to a property fronting on a public street.
PARK
The act of leaving or placing an occupied or unoccupied vehicle at a particular location or site.
PUBLIC RIGHT-OF-WAY
Any street, highway, alley, sidewalk or other property that is owned or controlled by law or regulation by a governmental entity.
RECREATIONAL VEHICLE
Any motor vehicle or trailer designed and used as a travel trailer, camper, motor home, tent trailer, boat, boat trailer, snowmobile, snowmobile trailer or camping trailer and for any similar purpose.
REPAIR
To restore to sound and operable condition.
SIDEWALK
Any surface provided for the exclusive use of pedestrians on any public right-of-way under the jurisdiction of a governmental entity.
STREET
The paved area within the public right-of-way intended for vehicular traffic.
VEHICLE
Any motorized or nonmotorized device, including a trailer, capable of being moved upon a public street and in, upon or by which persons or property may be transported or drawn upon a public street.
WATERCRAFT
Any motorized or nonmotorized vessel or machine which is constructed to operate on water.
No person shall park any vehicle nor shall any person permit a vehicle owned by him or under his control to be parked at any time in that portion of the public right-of-way which is located in that area between the curbline and any sidewalk which runs parallel to the street.
No person shall block any sidewalk or portion thereof, nor shall any person permit a vehicle used by him or under his control to block any sidewalk by obstructing the same.
No person shall repair any vehicle in the public right-of-way nor permit a vehicle owned by him or under his control to be repaired in the public right-of-way, nor shall such persons leave a vehicle in an unsafe or hazardous condition in the public right-of-way so as to create a potentially dangerous situation to the travelling public.
No person shall store or park any recreational vehicle or watercraft nor permit any recreational vehicle or watercraft owned by him or under his control to be stored or parked on any public street within the City of Oil City for a period exceeding 48 hours.
Any person violating any of the provisions of this article shall be subject to a fine of $10 if paid within 48 hours of the time when such notice was attached to the vehicle. After the expiration of such time, the fine shall be $15. Failure to pay the fine for a violation within 10 days of the date of the violation will result in summary proceedings, whereupon conviction thereof shall subject the violator to a fine of not more than $100 together with the costs of prosecution and, in default thereof, to imprisonment for not more than 30 days. A violation occurs on each day that the vehicle remains in an illegal location as defined in this article.
