A committee known as the "Clifton Open Space Trust Fund Advisory Committee" be and is hereby established.
A. 
The general purpose of the Clifton Open Space Trust Fund Advisory Committee shall be to recommend to the City of Clifton Municipal Council the prioritized use of funds from the Open Space Trust Fund for any or all of the following purposes:
(1) 
Acquisition of lands for recreation and land and water conservation purposes;
(2) 
Development of lands acquired for recreation and land and water conservation purposes;
(3) 
Maintenance of lands acquired for recreation and land and water conservation purposes;
(4) 
Historic preservation of historic properties, structures, facilities, sites, areas, or objects and the acquisition of such properties, structures, facilities, sites, areas, or objects for historic preservation purposes; or
(5) 
Payment of debt service or indebtedness issued by or incurred by the City for any of the four purposes set forth above.
B. 
The Committee shall put its recommendations for use of open space trust funds in writing and deliver same to the Clifton Municipal Council, the City Manager and the City Chief Financial Officer, no later than December 31 of each year.
The functions of the Clifton Open Space Trust Fund Advisory Committee may include but are not limited to:
A. 
Conducting an assessment of the City to determine the needs of the City as they relate to the Open Space Trust Fund;
B. 
Soliciting input from City residents concerning the best use of the Open Space Trust Fund, including open public hearings;
C. 
Fulfilling other study requests from the City Municipal Council related to recreation and open space;
D. 
Assisting the City in acquiring funds for the acquisition of open space within the City.
A. 
The Clifton Open Space Trust Fund Advisory Committee shall be comprised of the following members:
(1) 
A member of the Clifton Municipal Council (ex officio), who shall serve as a nonvoting member.
(2) 
The Director of Recreation (ex officio), who shall serve as a nonvoting member.
(3) 
The Director of Public Works (ex officio), who shall serve as a nonvoting member.
(4) 
A member of the Recreation Advisory Board, to be recommended by the Recreation Advisory Board.
(5) 
A member of the Environmental Commission, to be recommended by the Environmental Commission.
(6) 
A member of the Historical Commission, to be recommended by the Historical Commission.
(7) 
A representative of the Clifton Public School District, to be recommended by the public school district.
(8) 
Five residents of the City with an interest in recreation and/or parks.
B. 
All members shall be appointed by the Municipal Council.
C. 
The Open Space Trust Fund Advisory Committee shall elect from among its voting members a Chair, Vice Chair and Secretary/Treasurer on an annual basis.
The ex officio members of the Clifton Open Space Trust Fund Advisory Committee shall be appointed annually. All other members of the Clifton Open Space Trust Fund Advisory Committee shall be appointed for terms of three years unless otherwise indicated. All terms shall expire on December 31 of the last year of the appointee's term. The initial appointment shall designate two three-year terms; three two-year terms and three one-year terms. Following the expiration of the initial appointment, all appointments shall be for a period of three years.
A. 
Members of the Open Space Trust Fund Advisory Committee shall organize annually and choose from among their members a Chairperson, who shall not be an ex officio member or a member of the Clifton Public School District.
B. 
The Clifton Open Space Trust Fund Advisory Committee shall meet at least quarterly each year.
