Where the City enters into a lease for the rental of any lands or buildings not needed for public purposes for a term exceeding one year, or where any person leases under a rental or other kind of agreement City-owned lands or buildings for a period exceeding one year, such lease or leases shall be made subject to a thirty-day termination clause to be exercised at the option of the governing body at any time after one year from the commencement date of said lease.
The provisions of this chapter shall not apply to nor affect any lease made by the City with any of the following:
A. 
The United States of America or any of its agencies.
B. 
The State of New Jersey or any of its agencies.
C. 
Any person for premises to be used as a library or reading rooms.
D. 
Any association of veterans of any war in which the United States of America has been or may hereafter be engaged.
