A.
There is hereby established a comprehensive zoning plan for the Town of West New York, in the County of Hudson, hereinafter referred to as the "Town," which plan is set forth in the text, Zoning Map and Schedule of District Regulations that constitute this chapter. Said plan is adopted for the purposes set forth in Chapter 291 of the Laws of New Jersey 1975,[1] which, in the interest of the protection and promotion
of the public health, safety and welfare, shall be deemed to specifically
include the following among others:
(1)
To lessen congestion in the streets.
(2)
To secure safety from fire, panic and other dangers.
(3)
To promote health, morals or the general welfare.
(4)
To provide adequate light and air and open space.
(5)
To prevent the overcrowding of land or buildings.
(6)
To avoid undue concentration of population.
(7)
To protect the environment from deleterious uses of
land.
(8)
To promote a desirable visual environment through
creative development techniques and good civic design and arrangements.
(9)
To promote the conservation of open space and valuable
natural resources and to prevent urban sprawl and degradation of the
environment through improper use of land.
(10)
To provide sufficient space in appropriate locations
for a variety of agricultural, residential, recreational, commercial
and industrial uses and open space, both public and private, according
to their respective environmental requirements in order to meet the
needs of all New Jersey citizens.

Such regulations were made with reasonable consideration,
among other things, to the character of each district and its peculiar
suitability to particular uses and with a view of conserving the value
of property and encouraging the most appropriate use of land throughout
the town.
This chapter shall be known as the "Zoning Ordinance
of the Town of West New York."
