It shall be unlawful for any person, except as provided in §
451-2, to sell, keep for sale, offer for sale or otherwise dispose of any drug, medicinal preparation, appliance, device or article intended or having special utility for the prevention of venereal disease. In no event shall such commodities be disposed of through the medium of a vending machine.
The prohibition set forth in §
451-1 shall not apply to:
A. Duly licensed New Jersey practitioners of medicine
or to pharmacies and drugstores for whose operation a permit has been
duly issued as required by law.
B. Wholesale druggists who sell, keep for sale, offer
for sale or otherwise dispose of such drug, medicinal preparation,
appliance, device or article to such practitioners of medicine or
to such pharmacies and drugstores.

Any person who violates any provision of this
chapter shall, upon conviction thereof, be punished by a fine not
exceeding $500 or by imprisonment for a term not exceeding 30 days,
or both. Any commodity dealt in or any vending machine operated in
violation of this chapter shall be impounded and destroyed.
