A. Except for duly proclaimed emergencies, the public
parks, playgrounds and open spaces of the Borough of Hillsdale shall
be open for:
(1) Use at will by the general public at all times between
dawn and 1/2 hour after sunset.
(2) Organized use with the supervision or permission of
the Recreation Commission, of such times and during such hours as
the Commission shall prescribe.
B. There is hereby excepted from said time period the
area known as Veterans Memorial Park.
C. For the purposes of this section, the activation of the Hillsdale Lightning Detection System constitutes a duly proclaimed emergency. Upon such activation, all public parks, playgrounds and open spaces of the Borough of Hillsdale are immediately closed and remain closed through the entire duration of the system's activation. All groups and individuals using these areas must immediately stop their activities and exit for the purpose of seeking shelter. It is prohibited and unlawful to violate this section, and punishable under Chapter
226 of the Borough Code.

At all times other than those specified in §
220-1 hereof, no person other than a law enforcement officer or a person duly authorized by the Borough of Hillsdale or any of its duly authorized boards, bodies, departments, commissions or agencies, shall:
A. Be in or upon any portion of any public park, playground
or open space.
B. Cause or permit any motor driven vehicle, attended
or unattended, to be in or upon any portion of any pubic park, playground
or open space.

At no time shall any person in or upon any park,
playground or open space:
A. Operate any motor-driven vehicle anywhere other than
on a roadway designated as being open to such traffic.
B. Park or leave standing a motor-driven vehicle other
than of a place designated for parking purposes.
C. Operate a motor-driven vehicle at a speed in excess
of 10 miles per hour.
D. Possess or consume any alcoholic beverage.
E. Use any abusive, indecent, foul or profane language.
G. Intentionally cut, mark, deface, write or draw upon,
disfigure, injure, tamper with, displace or remove any portion of
any building, bridge, table, bench, fireplace, railing, utility line,
sign, notice, placard, gate, cable, monument, stake, sidewalk, pavement
or like appurtenances.
H. Intentionally cut, transplant, remove or damage any
trees, shrubbery, lawn or any of their supportive equipment such as
wires, guys, supports and like appurtenances.
I. Smoke any tobacco products.
J. Perform or engage in any other conduct prohibited
by law.
Copies of the rules and regulations hereby enacted
shall be conspicuously posted in all places to and at which this chapter
shall be applicable.

Every person who violates any of the provisions of this chapter shall, upon conviction of such violation, be punishable as provided in Chapter
226, Penalties.
