A. There are hereby established and promulgated the Rules and Regulations
governing the use and operation of the municipal facility known as
"the Stonybrook Swim Club," located at the southwest corner of Piermont
Avenue and Cedar Lane, in the Borough of Hillsdale, County of Bergen
and State of New Jersey.
B. A copy of the Rules and Regulations shall be posted upon the bulletin
board in the main office, and a copy hereof shall be filed with the
Borough Clerk for public inspection.
As used in this chapter, the following terms shall have the
meanings indicated:
AGE
The individual's age on March 31 of each season.

AREA
The total area of Stonybrook Swim Club.
COMMISSION
The Hillsdale Swimming Pool Commission.
POOL APRON AREA
The first ten-foot-wide area of concrete immediately surrounding
the pool.
POOL AREA
The entire area surrounding the pool and the bathhouse.
POOL PATIO
The remainder of concrete area surrounding the pool.
RECREATION SEASON
The period commencing the weekend closest to September 15
and terminating the weekend closest to May 15 of each year.
SUMMER SEASON
The period commencing the weekend closest to May 15 and terminating
the weekend closest to September 15 of each year.

A. All vehicles shall be parked in designated areas. Parking in unauthorized
areas or in areas restricted to emergency vehicle traffic shall be
subject to motor vehicle violation prosecutions.
B. No item of personal property shall be left on the pool apron or pool
area.
C. The Commission may issue and post special rules and regulations governing
the use of the following special facilities. These regulations shall
be prominently posted at each such facility:

D. Dressing and undressing shall be done in locker rooms only. Dressing
or undressing shall not be permitted in parking areas or in any other
part of the area.

E. All food shall be served and consumed within designated areas only.
Under no circumstances shall food or beverages be brought into the
pool area or stored overnight.

F. Children under 10 years of age shall not be permitted to enter the
Stonybrook Swim Club or to be anywhere in the area unless accompanied
by a responsible person 16 years of age or older.

G. Destruction or defacing of property shall be subject to suspension
or revocation of membership and expulsion from the Stonybrook Swim
Club Area.

H. Neither the Borough nor the Commission, nor any of their officers
or employees, shall be responsible for valuables brought into the
area.
I. All litter, paper or debris shall be placed in designated trash receptacles.
J. Card tables and umbrellas shall be permitted in designated areas
only.
K. Dress in and out of the pool shall be consistent with standards of
good taste.
L. Persons wearing street clothing or street shoes shall not be permitted
within the pool apron area.
M. Subject to appropriate alcoholic beverage control laws, supervised
civic, patriotic, fraternal, charitable events, festivals and observances
and pool parties shall be permitted to consume food and serve and
consume alcoholic beverages on the premises of Stonybrook Swim Club
subject to prior application to and written approval by the Hillsdale
Swimming Pool Commission.

In addition to any other conduct which is determined by the
Commission to be inimical to the safe and orderly operation of the
area, the following activities are expressly prohibited:
A. The use of glass, glass containers or metal containers within the
pool and tennis areas.
B. The possession, display or consumption of alcoholic beverages within the area; subject, however, to distribution in accordance with alcoholic beverage control laws of §
256-5M.
C. The operation of bicycles, three-wheel vehicles, baby carriages or
strollers except in designated areas, and in no event within the pool
apron area.
D. The operation of musical instruments, portable radios, television
sets or tape or record players, except in areas designated by the
Commission or its agents. Loud, boisterous noisy conduct is prohibited
in all areas.
E. The presence of pet dogs, cats or any other animals within the area.
F. Ball playing, roughhousing, wrestling, rowdiness or other similar
conduct affecting the safety and comfort of others within the area.
G. Swimming, wading or otherwise using the lake facilities to the rear
of the pool unless such use is specifically authorized by the Commission.
H. Any other conduct which in the opinion of the Hillsdale Swimming
Pool Commission or the Manager creates a public or private nuisance
or is inimical to the safe and healthful operation of the area or
any part thereof.

A. The Borough Council, Hillsdale Swimming Pool Commission or the Manager
may close or limit the operation of the Stonybrook Swim Club facilities,
including the pool and swimming facilities, whenever any of them shall
deem such action to be necessary or desirable for the protection of
health, safety, comfort and welfare of the persons using the facilities
and of the public at large.
B. Members of the Police Department of the Borough of Hillsdale, designated
agents of the Borough, the Commission and the Manager shall have authority
to prohibit dangerous, improper or immoral conduct or any conduct
in violation of these Rules and Regulations. The Commission shall
have the power of: suspension or revocation of the privileges otherwise
granted to the holder of the membership badge or card; and immediate
expulsion from the Stonybrook Swim Club Area.

The hours of operation of the Stonybrook Swim Club, including
the swimming pool facilities, shall be determined by the Commission.

Any person who shall violate any of the provisions of this chapter shall, upon conviction, be punished as provided in Chapter
226, Penalties. Each violation of any of the provisions of this chapter shall be deemed to be a separate and distinct offense.
Compliance with the provisions of this chapter shall not relieve
any person of the duty to observe other applicable provisions of any
New Jersey statute or of any ordinance of the Borough of Hillsdale.
