If, before the granting of final approval of a subdivision of any land for which, under this chapter, subdivision approval is required, any person, either as owner or as agent, shall transfer or sell or agree to transfer or sell any land forming part of such subdivision, without having made such transfer, sale or agreement expressly conditional upon final subdivision approval, such person shall be subject to a penalty not to exceed $1,000. Each lot disposition so made shall be deemed a separate violation.
Any person (whether as owner, tenant or other occupant, agent, architect, builder, contractor or any other workman or in any other capacity) who shall commit, take part or assist in any violation (other than a violation set forth in § 310-128) or who shall knowingly maintain any building or premises in which any violation of this chapter shall exist may, upon conviction thereof, for each and every violation, be fined not exceeding $500 or be imprisoned in the Bergen County Jail for a period not exceeding 90 days, or both, in the discretion of the Court. Each day that a violation is permitted to exist shall constitute a separate offense.
The Municipal Court is expressly vested with jurisdiction over the determination of violations hereunder and the imposition of the penalties therefor.
